[Bug 1277594] [NEW] Please make --no-sessions the default, and add a cmdline option for the inverse

Public bug reported:

The subject pretty much says it all. The functionality enabled by the
inverse of --no-sessions doesn't seem to be widely used, and causes a
ton of both noisy and scary-looking ringbuffer spew on machines that
spend a lot of time entering and exiting chroots (like buildds, or my
personal laptop with sbuild).

I think it would make more sense to invert the toggle, making --no-
sessions the default and adding and documenting a new --chroot-sessions
(or whatever) that enables the feature for the few people who actually
want or need it.

** Affects: upstart (Ubuntu)
     Importance: Undecided
     Assignee: James Hunt (jamesodhunt)
         Status: New
