Hi,

First, please try

- comment out all unofficial Repos

and the run
 
sudo apt-get clean
sudo apt-get update
sudo do-release-upgrade

If the error persists please file a new bug

  cannot upgrade from 13.04 to 13.10

Status in “ubuntu-release-upgrader” package in Ubuntu:
  Invalid

Bug description:
  Hello.

  I tried to upgrade to 13.10 via command line by running do-release-
  upgrade command. But it gave error.  These are the last lines of
  output.

  Calculating the changes

  Could not calculate the upgrade

  An unresolvable problem occurred while calculating the upgrade.

  This can be caused by: 
  * Upgrading to a pre-release version of Ubuntu 
  * Running the current pre-release version of Ubuntu 
  * Unofficial software packages not provided by Ubuntu 

  If none of this applies, then please report this bug using the 
  command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.

  Should i remove all unofficial package?
