It's no related to ubiquity; 
I don't know which package is linked to the issue of language.
The problem comes since I installed ubuntu 14.04

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  There is a problem in the Spanish language keyboard. For no apparent
  reason the keyboard switches to English and must be changed manually
  to Spanish again. This happens repeatedly and it is very annoying.
