[Bug 1399455] [NEW] distribution upgrade from utopic uses DistUpgradeViewText

Public bug reported:

The ubuntu-release-upgrader switched to gir1.2-vte-2.91 in Vivid and yet
Utopic does not have this package version available. Subsequently,
distribution upgrades to Vivid fail to "load DistUpgradeViewGtk3
(Namespace VTE not available for version 2.91)" and they fall back to
using DistUpgradeViewText.

This should be resolved so the GUI can be used for upgrades.
