The release upgrader will reinstall xubuntu-desktop and its
dependencies, If certain packages (key dependencies) are still installed
on the system.

Bug description:
  Hi!

  Everytime I do an (X)Ubuntu upgrade to a new release, all the default
  packages that I uninstalled have been reinstalled again, and I have to
  uninstall all of them again.

  Versions: Upgrade to XUbuntu 14.04, but happened on upgrades before.
