[Bug 1398493] [NEW] software updater gui opens off screen

Public bug reported:

When there are numerous updates, the update-manager gui ends up off
screen. It only affects small screens due to the higher resolution of
larger monitors. However a it occurs frequently on a 13" screen with
1366*768 resolution. A fix would be to make this scrollable rather than
have the dialogue resize depending upon the elements within it.
