Public bug reported:

If an application installs files into either the /usr/local or /opt
hierarchy,  when the application is removed or purged the following
warning message is displayed.

     warning: while removing {app}, directory '{path}' not empty so not
removed"

With /opt and /usr/local both being standard FHS  paths that are created
during system install,  these directories should never be deleted as
part of a package purge or removal and this message should not appear.
