It is also slow in consequential runs.

No disk activity during the waiting time.

  Confirmed

Bug description:
  Binary package hint: bash-completion

  Intrepid, bash-completion 20060301-4ubuntu1. Sometimes pressing tab to
  complete package name to install takes a couple of secconds, the cpu
  usage is 100% during that time. Unfortunately, I haven't found any
  conditions for which this bug can be reproduced.
