[Bug 1360848] [NEW] upgrade crashes with "Could not calculate the upgrade"

Public bug reported:

"Could not calculate upgrade" error aborts the software upgrade from
Ubuntu 12.04.5 LTS to 14.04 LTS

The upgrade was proceeding through step 2 "Setting new software
channels".  Shortly after a message appeared that third party sources
had been disabled in my sources.list file, the upgrade stopped with this
error.
