This is not a bug with the release upgrader, rather with the system
after upgrading so I am removing the package.

Title:
  system wont restart or shutdown computer

Bug description:
  Not recognizeing TV card Hauppage  HVR-1600, if card removed system
  will re-start and shutdown, but with card in,  it doesnt shut down or
  re-start (can't shutdown watchdog).  Tried installing drivers (CX18)
  for TV Card card but that failed also
