Title:
upgrade to 14.x will not compete

Status in “update-manager” package in Ubuntu:
  New

Bug description:
This may be covered from before. I have purged PPAs and hopefully have
"fixed" issues with xorg. Attempted to upgrade from muon update
manager which did not initialize the update. Switched to terminal. Ran
  the following:

  sudo apt-get clean
  sudo apt-get update
  sudo apt-get upgrade
  do-release-upgrade
