You are installing shim from utopic-proposed.  utopic-proposed is not
for end-user consumption, it exists as a staging area in which to
establish archive consistency.  shim 0.4-0ubuntu5 will not be published
*until* an updated shim-signed is available, which has external
dependencies on a third-party signer.

This is not a bug, but user error.  Closing.
