  UM discloses dark presence

Status in “update-manager” package in Ubuntu:

Bug description:
  After a lot of back-and-forth, we finally managed to get update-
  manager to accept "I'll restart later" (bug reports abound, go look
  them up).

  Having savoured the bliss of seemingly getting back in control of my
  own system, I was most dismayed to find an update-manager window on my
  recently upgraded personal laptop to the effect of "updates are
  available, but we require you to reboot in order to install them".

  Now, I cannot bring myself to believe that the entire team of
  developers for update-manager are insane, and neither can I believe
  that they would wilfully sacrifice their misguided concept of system
  integrity by first allowing one to forego a reboot and then deny one
  the updates that would come afterwards, unless there would be some
  high-level miscreant that demanded that very thing of them.

  As I have stated before, we are based on apt and derivatives, and if
  the supposed Duke of Darkness behind this misére has a legitimate
  reason for demanding reboots at random - to the exclusion of
  installing real security fixes, I should, at first, like said person
  to give a frank account to the dpkg and apt developers of how they
  have failed mankind in not blocking further updates until a reboot,
  or, alternatively, engage in honest conversation with the community,
  including me, to at least defend the fevered madness that is the
  reality of update-manager at present.

  And no, I'm not trying to exaggerate - I am trying to keep it as civil
  as the current madness allows...

  NB: Marking this as a security vulnerability since it precludes one
  from the easy way to install further, possibly security-related,
  upgrades...
