[Bug 1351506] [NEW] do-release-upgrade failed to upgrade from 13.10 to 14.04

I just performed an upgrade from Ubuntu 13.04 to 13.10. Upon successful
upgrade and reboot, I am trying to further upgrade from 13.10 to 14.04.
That failed with "Could not calculate the upgrade".
