I believe this is a duplicate of #997737. I was able to reproduce it by
installing 14.04 final in a VirtualBox VM and selecting Detroit, MI, USA
as the location at install time.

Bug description:
When installing Ubuntu 13.10 on an x86_64 platform, selecting
"Detroit" during the timezone setup will set the locale of the machine
to Canada. Detroit is the most populous city in Michigan, which is
decidedly one of the states that constitutes the United States of
America.
Please fix this annoying inconvenience.
