Ok I figured it out! for some reason grub got updated incorrectly and
there was an extra character stringing "splash" and "pcie_aspm=force"
together:

GRUB_CMDLINE_LINUX_DEFAULT="quiet splashvpcie_aspm=force
i915.lvds_downclock=1 drm.vblankoffdelay=1  i915.semaphores=1"

After I deleted the v between them and updated grub the problem was
solved!

Bug description:
  I have an Ubuntu system that is very highly customized. During the
  upgrade process, it failed on the Android package. After it failed, I
  restarted and removed the Android package and manually did an apt-get
  update and apt-get upgrade which seemed to have finished the upgrade
  as the system reports that it is using 14.04 now. However, the one
  thing that does not seem to work so far is Plymouth. I have tried
  updating the plymouth theme manually and rebuilding the initramfs but
  still no luck. I'm usually able to fix this kind of thing on my own
  but no luck this time.

  This is my first time submitting a bug here so please forgive me if I
  left out any key information that is needed.
