retrying resolved this problem for me, perhaps this should be default
behaviour instead of giving a bug?

Bug description:
After the update your package information, essential package "ubuntu-minimal" could be located. This can occur because you have no official mirror in your sources of software, or due to an excessive load of the mirror that you use. See /etc/apt/sources.list for the current list of your software sources.
In the case of overloaded mirror, you can again try the update later.
