Well we kind of need rootfs still to execute GUI restart action. Note
that upon clicking restart, the installer will bring the system down
to plymouth and then ask to remove installation media (cd/usb stick).
Why do you require USB key removal ahead of interacting with GUI restart dialog?
There are options to preceed and automatically go into restart
sequence (bypassing the GUI restart message box) and thus bring down
system to plymouth without any interaction, plymouth will be
displaying message to yank the installation media and reset using any
method (e.g. pressing enter at plymouth, or hard power-cycling the
machine)
I doubt unity restart dialog would work either, if one yanks the hard
drive out =)

Bug description:
After ubiquity finished installation, it pops up the message box and remind user to restart the computer.
Unfortunately if user removes the USB key before clicks 'Restart' button, the file system is damaged and result in system can't restart.
Step:
1) Install Ubuntu from USB key
2) Installation is done and "Installation is complete. You need to start the computer in order to use the new installation." has shown.
3) Remove USB key
4) Press 'Restart' button on the message box
result: System can't restart automatically.
Please note, this issue can be reproduced on both Ubuntu 12.04 and
14.04
