  Confirmed

Bug description:
  I executed do-release-upgrade from 12.10. Program asked me to report this bug.
  Since it is UnicodeDecodeError, my locale is ru_RU.UTF-8.

  The version of core package is 1:0.190.6.

  $ apt-cache policy  ubuntu-release-upgrader-core
  ubuntu-release-upgrader-core:
