It looks like unity-control-center uses package kit to determine whether
or not updates are available, but I'm not 100% certain.

  System details page not aware of phased-updates

Status in “unity-control-center” package in Ubuntu:
  Triaged

Bug description:
  Go to system settings > details page. On bottom right corner,
  (checking for update, install update) button is enable. When i click
  on this button, software updater open but showed nothing to upgrade. I
  have attached an screenshots.
