[Bug 1310611] [NEW] Cannot calculate upgrade (13.10 -> 14.4)

Public bug reported:

Cannot calculate upgarde.  I'm not upgrading to a pre-release version or
running a current pre-releaes version.  I have also turned off all other
software sources.

I expected this to work,  however I continue to get the Could not
calculate upgrade message.  I have dissabled all third party soruces (I
had been running google's chrome).
