Hi Serge,

The problem I believe is that Upstart is in the process of restarting so
initctl cannot (yet) reconnect to Upstart until it has finished the re-
exec. See comment #7 on bug 901038.

Bug description:
  I was in the process of doing an upgrade from 13.10 to 14.04 when the cgroup-lite setup failed. 
  The Software Updater application warned that the system might not start correctly, but I was able to reboot (except for another warning about cgroup-lite, offering to submit this report).
