[Bug 1310065] [NEW] incorrect time information for UAE

Public bug reported:

When running the installer at the 'Where are you?' page, if you try to
find the United Arab Emirates or Bahrain, it will position you in West
Africa at GMT+1. I had noticed this bug in 13.10 a few weeks back and
have tested installing 14.04 and still see it.
