tested on 12.04.4 :


- If you installed in OEM mode with KB layout Y , then the suggested KB layout will be Y whatever language & country you will choose.

That's a very serious problem as we wanted to ship the same Ubuntu image
for several machines aimed at several different countries.

  Confirmed

Bug description:
  Binary package hint: oem-config

  In oem-config the user is presented with the timezone that was
  selected by the oem-user.

  In this case UK

  On the third screen the keyboard suggestion should mirror this and
  suggest English UK for layout.

  However it suggests USA for the keyboard layout.
