Title:
[Feature Request] OEM config should have bulletproof X support

Status in “ubiquity” package in Ubuntu:
  Triaged

Bug description:
  Binary package hint: oem-config

Sometimes a factory install can be ran through in a fully text based
mode. When this happens there is a chance that OEM config may fail
to start on the first boot due to a variety of extenuating
  circumstances.

When this happens, you get thrown into a root shell with no idea
  what's going on.

Instead, OEM config should fall back to bulletproofX like how GDM
  does.
