[Bug 1302011] [NEW] amd64 data packages should include i386 indexes

i386 multiarch is always enabled on amd64 hosts, and thus i386 indexes
should be included in the command-not-found-data:amd64 packages, since a
few apps are only available in i386 form e.g. wine, ubuntu-emulator and
others.
