It seems /usr/sbin/policy-rc.d is not required.
invoke-rc.d fails later on this command:

$ status ssh
Traceback (most recent call last):
  File "/usr/local/bin/status", line 11, in <module>
    sys.exit(main())
  File "/usr/local/lib/python2.7/dist-packages/status/app.py", line 79, in main
    get.get_response()
  File "/usr/local/lib/python2.7/dist-packages/status/commands/http_request.py", line 29, in get_response
    raise e
AttributeError: 'NoneType' object has no attribute 'history'

So I have STRANGE status executable in /usr/local/bin contains Python
code (attached)

$ apt-file search /usr/local/bin/status
$ dpkg -S /usr/local/bin/status
dpkg-query: no path found matching pattern /usr/local/bin/status

So I removed that strange file and done this:

$ sudo dpkg --configure -a
Setting up openssh-server (1:6.2p2-6ubuntu0.2) ...
ssh stop/waiting
ssh start/running, process 5479
Setting up cups-browsed (1.0.40-0ubuntu1.1) ...
