Vitaliy Kulikov (slonua) is right, this change was canceled later.

Could someone take a look at it?
Last year I have need to switch between Kiev and non-Kiev region to keep my time up to date.
If you need some more official source please point out one for me and I look for the update there.

Europe/Zaporozhye
Europe/Simferopol
Ukraine is to use the time that was set on March 27, 2011 (the last
switch to summer time).
