Title:
Installation for German(Swizerland) is messed up.

Status in “ubiquity” package in Ubuntu:
  Confirmed

Bug description:
When I install the system and I chose Deutsch(German) as language for the installation, I’m not able to chose the Switzerland-Switzerland keyboard layout. I can select it, but the keyboard still remains in another (German) layout. When I use “Detect Keyboard Layout” I have the option for a Layout named “Schweiz” and it works during the installation, but the setting will get lost after the setup.
When I install the system in English, I’m able to chose the Switzerland-Switzerland as the keyboard layout and it works just fine but I have problems to change the Language later in the system because the Language Support is only available for “Deutsch(Deutschland)” and not for “Deusch(Schweiz)”.
The problem exists in 13.04 and 13.10 but not in 12.04.3.
