Public bug reported:

I'm using Ubuntu 13.10 dev with apt 0.9.9.1~ubuntu3. If a package gets
requested to be removed but it is a source package apt does point then
to the correct package. But this will cause that the package doesn't get
removed anymore:

sworddragon at ubuntu:~$ sudo apt-get remove flashplugin-nonfree
Reading package lists... Done
Building dependency tree
Reading state information... Done
Note, selecting 'flashplugin-installer' instead of 'flashplugin-nonfree'
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
sworddragon at ubuntu:~$ sudo apt-get remove flashplugin-installer
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following packages will be REMOVED:
  flashplugin-installer
0 upgraded, 0 newly installed, 1 to remove and 0 not upgraded.
After this operation, 139 kB disk space will be freed.
Do you want to continue [Y/n]? n
Abort.

** Affects: apt (Ubuntu)
     Importance: Undecided
         Status: New
