This is because you are running the mate-desktop which is not one of the
supported desktop meta packages.

  upgrade process aborted

Status in “ubuntu-release-upgrader” package in Ubuntu:
  Invalid

Bug description:
  using update-manager -d process started, recognized ubuntu 13.04 and
  offer to upgrade to 13.10, updated repos but after calculating
  packages to be updated a new window appeared:

  An unresolvable problem occurred while calculating the upgrade.

   This can be caused by:
   * Upgrading to a pre-release version of Ubuntu
   * Running the current pre-release version of Ubuntu
   * Unofficial software packages not provided by Ubuntu
