[Bug 1228182] [NEW] Update fails during install step

Public bug reported:

Using the UI in settings, the dowload appears to succeed, all the files
are present in /tmp/system-image, then pushing the Install button
immediately reports Apply failed

I tried 3 times same result.

Log attached showing exceptions.
