[Bug 1226553] [NEW] ensure that unpacked package contents are world-readable

machine_0.5_unknown.click?noauth=1 contains a mode 700 directory.  When
click unpacks this, it is owned by its internal "clickpkg" user, so no
real user ever gets to read it.

Given the way click packages work, it's meaningless for them to contain
non-world-readable files, so we should force the permissions.
