[Bug 1223891] [NEW] Allow click packages to register as mimetype handlers

Public bug reported:

I could be nice to allow click packages to register as a handler for
some mimetypes. This would (presumably) allow the user to open a file
with the program from the file browser or from the command line with
xdg-open. (Issues about apparmor access would probably also need to be
addressed.)

** Affects: click (Ubuntu)
     Importance: Undecided
         Status: New
