[Bug 1223015] [NEW] update-notifier nags about phased updates that are not yet available to me

Now that phased updates are implemented in update-manager, the updates
that trigger update-notifier are often not yet available for me to
install.  Consequentially, update-notifier continually nags me with an
attention-getting icon that cannot be acted upon.  It seems to me that
update-notifier should show its icon only for updates that are actually
ready for install on my system.
