Title:
tzdata package should be updated in all supported versions

Status in “tzdata” package in Ubuntu:
  Confirmed

Bug description:
The Asia/Jerusalem timezone is not up-to-date. The law in Israel has
been changed. Twice. The old law indicates a change back to winter
time on September 8th. A law change earlier this year changed that to
October 6th, but recently, the law was changed again, and the true
  switch time is October 26.

Note that the data is already corrected in the tzdata source (version
2013d). But the packages for all Ubuntu versions except Saucy are
  earlier than this version.

As a result, Starting September 8th, all Ubuntu machines in Israel up
to and including Quantal will display and use the wrong time. Starting
from October 6th, machines with Raring will do the same.
