[Bug 1220804] [NEW] The ubuntuone page should be skipped if there is no internet connection

Public bug reported:

In the saucy installer there is an ubuntuone login page.  If there is no
internet this page should be skipped Or the details stored and the page
continue.

Reason:
Currently there is no block on the page if the internet connection is not there, this means the user tries to login and is told there is something wrong and keeps trying.  

The perfect solution would be ping one.ubuntu.com if there is a responce
allow the page if there isn't disable the page.
