[Bug 1220435] [NEW] not notified of a crash when running a saucy live cd

[Test Case]
1) Boot a Saucy Live CD
2) open a terminal and run 'xeyes &'
3) run 'pkill -11 xeyes'
4) observe a crash file in /var/crash
5) do not receive a notification regarding the crash

The move of crash notifications from update-notifier itself to a upstart
user job has resulted in this bug as upstart uses inotify to watch for
new files in /var/crash, however inotify is not working on overlayfs
(bug 882147).
