The failure is caused by experimental packages installed from the xorg-
edgers PPA. The web page for their PPA (https://launchpad.net/~xorg-
edgers/+archive/ppa) contains details regarding how to uninstall their
versions of packages and install Ubuntu's. After you've installed
Ubuntu's version of the packages, you should be able to complete the
upgrade. Thank you for this report!

  With a fully up to date 13.04 system update manager fails to update. I
  am going to try purging some ppas to see if this fixes the problem.
