You seem to be using an Ubuntu archive mirror that has some problems
with Ubuntu 13.10 repositories. If you wish to upgrade to Ubuntu 13.10
right away, you have to change the archive mirror manually. To do that
open Software & Updates and from the main pane choose "Main server" from
a dropdown menu next to "Download from" label.

Optionally, you may wish to choose a mirror closer to your location by
choosing "Other..." and locating a mirror from the list of countries
(just don't choose the problematic ubuntu.qualitynet.net). The main
server is guaranteed to be working but might be slower than a local
mirror.

As the mirror you are using is an official country mirror for Kuwait,
it'll probably be fixed some time in future. However, it has already
been broken for a month now (update from 30 Sep is still in progress) so
it might be a better idea to choose a different mirror for the time
being.

It could be useful if the release-upgrader handled problems like this
better and automatically offered a different mirror if the current
doesn't work...
