I ran update-manager from the command line in a terminal:

  Can't upgrade 13.04 to 13.10

Status in “ubuntu-release-upgrader” package in Ubuntu:
  New

Bug description:
  When asked to upgrade 13.04 to 13.10 by the Software Updater - I click
  'Upgrade...' then enter password.  Two files dowload according to a
  dialog then the dialog goes away and nothing happens.

  ps only shows update-notifier running.
