[Bug 1241803] Re: During Distribution Upgrade could not install 'nova-common'

Error with nova-common is recurring with installation of other packages
including remove/purge/install of nova-common.

This usually ends with:

It appears that there is a problem with a table.  Is there a way to
reset the table?
