thanks for help.

I make some test in my program to find out where is the another copy. It
turns out that there is another sip.so in the program's local directory,
which was copied by cx-freeze while building the standalone program in
13.04.

  I found that in 13.10(saucy salamander), default version of packages mention in title were as follows:
  python-qt4:4.10.3-1ubuntu1
  python-sip:4.15.2-1ubuntu1

  Howerer, my program run error after this upgrade, the output msg are as follows:

  RuntimeError: the sip module implements API v9.0 to v9.2 but the PyQt4.QtGui module requires API v10.1
