The errors seem related to your install and configuration of apache:

installArchives() failed
I upgraded from 12.10 to 13.04, which seemed to work ok. After a
reboot I started the upgrade to 13.10. The software updater reported
that I was up to date before offering the upgrade to 13.10.
The dpkg --configure -a does not seem to have done anything.
The updater also reported that Apache2 and libapache2-mod-svn failed
to upgrade to 13.10
