wubi can install 12.10, 13.04 and 13.10 just fine. And I tested that with each release.
It is true that ubuntu.com does not recommend it, as it doesn't work for all computers (specifically it doesn't work with windows UEFI based ones).
Nonetheless, there is a warning check soon to be merged into wubi that
will show warning dialog and abort if/when UEFI is detected.

in "Step 5" it says: "Not sure about this step? Windows users can use
the Windows installer, which will install and uninstall Ubuntu in the
same way as any other Windows application. It’s simpler and completely
safe."
and it links to wubi's homepage. However, wubi is not supported for
Ubuntu 13.10 and this sentence should probably be removed.
