It turned out that a 'touch' version of initramfs was being used. 
Uninstalling that (aptitude remove --purge initramfs-tools-ubuntu-touch
) didn't work, but

 export FLASH_KERNEL_SKIP=true

before doing a dpkg-reconfigure initramfs-tools was successfull.

  Fairly recent 13:04 install, upgrade run using update-manager -d.

  got the above error. Will try to dpkg-reconfigure initramfs-tools
  before reboot, and pray it comes up...
