Status in “ubuntu-release-upgrader” package in Ubuntu:
  Incomplete

Bug description:
  whenever I opened update manager, it displays:

  Not all updates can be installed

  Run partial upgrade, to install as many updates as possible

  This can be caused by:
  * A previous upgrade didn't complete
  * Problems with some of the installed software
  * Unofficial software package provided by ubuntu
  * Normal changes of pre-release version of ubuntu
