[Bug 1240699] [NEW] reinstall system extremely slow

I started an install with "reinstall system" selected on virtualbox a
little over 20 min. ago. At least for the past 15 min or so, it seems to
still be stuck on the "Saving installed packages" step.

A quick look at /var/log/syslog shows that it *is* making progress, but
it's extremely slow. This was a test install for the iso testing before,
so I didn't have loads of extra packages installed or anything.  Looking
at top, I saw it alternating between dpkg-deb and rcu_sched being the
busiest processes, each taking 20-30% cpu or so.
