[Bug 1240502] [NEW] mountall: hooks/mountall problem

Public bug reported:

hooks/mountall contains processing of $INITRAMFS_EVENT_DRIVEN variable.

during usual running of update-initramfs some files (passwd, etc) needed for
getpwuid() function are not included in initrd.

this function is required for the package open-iscsi (Bug #1238169) to
work in initrd. so we should either duplicate the code (passwd, etc)
from hooks/mountall in hooks/iscsi or *always* run hooks/mountall.

i would offer to use the second variant. patch is attached.
