[Bug 1240463] [NEW] Progress at 0% when download is in paused

Hi

With system-image 1.9.1-0ubuntu1 and ubuntu-download-manager
0.2+13.10.20131016.1-0ubuntu1, I can pause/resume the download, however
progress is reset to 0% when in paused state (but goes back to where it
was before pausing when resuming the download).
